Decentralization to Rebuild Haiti: How?

You said Haiti would not be anymore the Republic of Port-Au-Pce. How will that be possible?

Will you encourage autonomous regional governments in each department in Haiti as required by Toussaint Louverture, the founding father of all autonomous and regional governments around the world?

Will you return Haiti to its five initial administrative and political divisions as destroyed by the last dictatorial gurus Duvalier Father and son?

Will you allow those local governments to create their own local laws within their land boundaries?

Will you allow them to have their own legislative chambers working under the authority of the Haitian parliament in Port-Au-Pce like the Dominican Republic as borrowed from our founding father?

Will you allow those administrative and political divisions to collect their own revenues where your central government can have a 5% of return for its management funds?

Will you transform the state of Haiti in a regulatory state where all your government employees will be considered as supervisors of all locals and central governments?

Will you be the one to provide budgets to local governments or will they be the ones collecting their own revenues under the supervision of the state control?

How will you this decentralization?

Will you redefine the notion of centralization as autonomous local governments in Haiti as required Toussaint Louverture, the founding father of self-governing and self-determination rights of free people?
