1-Agriculture and reforestation should be number one priority.

Empty stomach cannot learn well or cannot be efficient and productive.

A draft like system should be set up to make such services mandatory to all able Haitians regardless of social class, color and financial status.

4-Decentralization of governmental Services, site of employments and schools will alleviate the imbalance in the distribution of the population.

5-Agrarian reform that will allow the peasants to own their lands-
Establish fairness and parity between profits and salaries in the job sector.

6-A voluntary yearly identity card issued by the Haitian Consulates that will cost $10 to $ 20 per person for the Haitian in the diaspora; the price will decrease for large family.

7- Establish an internet site that will post the name of Haitians that send monies voluntarily to the Haitian government or provided voluntary services to improve the country.

8- Creation of an anti-corruption force for white collar crimes and a counter anti-corruption white collar crime that will investigates the first anti-corruption force and a third one if necessary.

9-To Promote the renaissance of the Haitian culture we will need a Board of Haitian linguist.

Ms. Michael Jean might be helpful among the potential advisers of the Board.

We should translate current and retro Haitian music, books, proverbs etc. in a wide range of languages.

Music may be reinterpreted, modify their tempo to ambiance music etc. I highly recommend the works of the Ethnomusicologist Gage Averill Alan Lomax as a launching pad.

10-Land-line telephone need to be kept and extended throughout the country especially for governmental services because wireless or cellular phones are subject to unexpected breakdown during period of electrical outage, solar flair and electromagnetic pulses, lightning or subject to black mail by potential foreign adversary.

CB radios, Family radios and Amateur radios should be encouraged.

11-Road security should be enforced by the police.
