I agree with you but it seems to me that's exactly how the government wants it to be just so they won't have to do anything since they have no plans for Haiti in the first place.

And if they did have at least ONE plan for the country, they still do not know, or better yet, they do not have the expertise to execute that little teeny tiny plan of theirs.

And therefore, by turning the country over to USAID, IMF, and all the NGOs in Haiti to fix it for them that will eleviate them from their responsibility, and therefore they will be immune from all blame.
