Congratulations, I support your idea, Haiti really needs 12 governors, 3 governors for each department.

Those governors will work and solve the problems of their boroughs under the supervision of the President.

They will meet with the President on a quaterly basis to make sure they are doing their job. They will be elected by the people of their boroughs or arrondissements..Those governors will have to promote jobs, security, education, agriculture, healthcare, justice, affordable housing, transportation, commerce, etc.in their borough under the supervision of the President.
