Absolutely, Haiti does need a big Penitentiary System that should be built on La Navasa Island, an adjacent island to the mainland and which belonged to Haiti prior to Aristide's first exile overseas.The Haitian Authority should ask this island back as seized by force by the Giant U.S.A. With no plan and no vision in mind, they will not give it back to Haiti.

The current penitentiary place should be demolished and government offices should be relocated in that space.

Prisons must be in isolated areas and not in the center of the Capital.

Haiti will never realize its full potential if the subserviency relationship of Haitian elites toward the Western World and the people does not come to an end.Good leadership needs to be restored before we set up a good penitentiary system in Haiti.

I commend and praise your leadership in this matter.
