Why Does Haiti Needs A Prime Minister?

Someone please explain to me why we need both a president and prime minister in Haiti. It makes no sense at all. Why do we need 2 heads of state? As far as I know, it's either you have one or the other. You cannot have 2 people fighting for power... more »
