This was a the most well orchestrated scam/con of all time by the Haitian government and brainless Haitians bought it.

This was a feel good game the Haitian government has used to rip off the diaspora of their ever cent they worked for because most of the diaspora is lack of a well functioning brain to realize 1) how could they be the 10th department of Haiti and has no right to vote, no right to own properties/real estates, to run for public office, and have no rights to Haiti's political decision whatsoever?

2) how could overseas (US, France, Canada, the Caribbean, etc.) be a department/provice/state of Haiti when none of these countries is a Haiti territory?

The Haitian government pull off this scam in order to make it easier to get money from the diaspora.
