With regard to Are there any government grants available for, No there is no grants for that project.

You have to find somebody in Haiti who can help you find land in the countryside of Haiti to buy land for a plantation.

You have to contact people from all departments who want to sell land in the countryside.

I am sure you will finf land you can afford to make that dream comes true. Moreover, You need to get permission from the Minister of Agriculture in Haiti and the Agronomists in charge of Agriculture and the Martelly/Lamothe Administration to find out about the pros and cons of this project.
