this is just a suggestion from a true haitian-american.

OK, saddly the country is demalish by the quake i think you should rebuild those areas that have been damage the most, just like the us construction.

Start by building the people who are most effected a place to stay permanently, such as apartment buildings with seperate quarters per family.

while the construction is on the way leave space to build roads and then find a way to make the business owners pay taxes to keep up the constant repairs that will be needed after a certain event.

A major storm for instance!
