I need your permission to send you the full text of an address that was delivered by Former Trinidad and Tobago Ambassador Reginald Dumasto the 23rd Annual Meeting of the Haitian Studies Association that was held at The University of The West Indies Mona campus last weekend.The address is entitled HAITI AT THE INTERSECTION OF THE WORLD Tapping The Past, Facing The Future.

Ambassador Dumas served as Special Adviser on Haiti to the then Secretary General of the UN Kofi Annan for the first six months of 2004. Out of this assignment he wrote the book AN ENCOUNTER WITH HAITI Notes of a Special Adviser, which I have had the honour to publish.

He is also Chairman of The Trinidad and Tobago bsed Medianet Haiti Relief Fund.
