Let's think about it, Haiti only have one driver License office for the whole country.

If somebody in Au Cap needs a driver License they must drive up all the way to the capital to do it. I really like your point, but i think we should solve this particular problem first and than, only than we may think about having dealerships all over.

And also, bare in mind that almost every dealerships are private businesses, not a government job. Even here in the U.S, dealerships are nongovernmental business.

Entrepreneurs, business persons are the ones to these duties.
