The national police force need a makeover very fast(SAP).

The top brasses either transfer to a different Department if possible or fired.

They are very incompetent like the Mexicans top brasses.

They involve too much in monkey business.

Don't trust them, they are not clean, you will find better respons with the lower ranks according some NYPD officers that i met while i visited NYC few months ago and those officers some of them know the Pap terrain very well cause they were with the national police force for months.

Very important, they told me if the to brass there wanted to stop the kidnapping problem in Haiti.They would do it with no pain, cause they know who is doing it.
