President Martelly Visits The National Emergency Operations Center

The President of the Republic, Michel Joseph Martelly visited on Wednesday 1 June 2011 Emergency Operations Center National (COUN), a structure set up by the Directorate of Civil Protection (DPC) through a USAID funding.

COUN serves the direction of operations in order to respond to emergencies in the event of natural disasters.

Operating on the basis of an integrated approach, it brings together representatives of the Ministries of Interior of Public Health, Environment, Planning, Justice, Social Affairs, Foreign Affairs, the Education and other agencies such as the Haitian Red Cross, the National Centre for Meteorology (NCM), the Maritime and Navigation Service of Haiti (SEMANAH), the Haitian National Police (HNP), the Alliance for Risk Management and Business Continuity (AGERCA), World Bank, Emergency Preparedness, etc..

Through this visit, the Head of State wished to personally inquiring mechanisms established by the actors of the national system of risk management and disaster has the opportunity of beginning of the hurricane season.

In a press conference given on this occasion, the President of the Republic who was accompanied by the head of the Directorate of Civil Protection, Mrs. Alta Jean-Baptiste, the Project Coordinator of Emergency Management and Disaster, Dr. Yolene Surena, director of the CNM, Ronald Semelfort, the coordinator of the Permanent Secretariat of Risk and Disaster Management (SPGRD), Mr. Abel Nazaire and the Deputy Representative of the Secretary General of the United Nations for Humanitarian Action, Mr. Nigel Fisher, called the local and regional authorities and actors of civil society to join efforts to bring people to observe the safety regulations.

"My presence here today testifies to the importance I attach to this issue," he says.

Recalling Haiti is at the crossroads of cyclones and hurricanes, the Head of State took the opportunity to announce the creation next twenty municipal operations centers across the country.

"I suggested that a special fund be established for the benefit of the Emergency Operations Center, advised President Martelly.
