Tips to eradicate kidnappers in Haiti

I want to see haiti free of kidnappers.Here are some tips to achieve this goal.
1-MAke sure you have informants everywhere.

2-Encourage haitian people to report any signs of activities related to kidnapping in exchange of monetary compensation.

3-Make sure everybody knows you have informants everywhere,(psychological war).

4-Televised kidnappers`trials.

5-Arrest anyone awares of kidnapping activities and fails to repport to competent authorities.

6-Randomly, investigate anyone who spends far above his or her salaries or who does not have known financial resourses.

7-Make sure you constantly educate the people about the negative impact of kidnapping on the development of jobs creation, and the necessity to help the authorities to eradicate this cancer.
