What you say is true but Haiti needs military to help restore not only domestic order but to be prepared in event of invasion from Dominican Republic and it also opens up options for Haiti to become allied with other governments such as ours which could result in trade offs of military support for liberation of our Iraqi province in exchange for oil grants (money needed to rebuild).

Most people will say Haiti has too many people for its land size so expansion becomes an option also. Haiti should use the assets it has and its population with military training can become an asset for Haiti.
